In the afternoon\, he makes his solemn declaration before a special meeting of the Ministers’ Deputies (1506ter meeting). The day before\, in the same room\, Marija Pejčinović Burić had made her farewells: “He is experienced\, determined\, and committed to the values of this Organisation.” \nHe opens with the Reykjavík Summit\, whose declaration he signed on behalf of Switzerland. The execution of the judgments of the European Court of Human Rights is “not optional”\, he says\, but “an absolute obligation”. Ukraine is “one of us”; supporting it will be “the first of our priorities”: the Register of Damage\, the compensation mechanism\, the special tribunal for the crime of aggression. \nHe proposes “a broad European action plan for the promotion of democracy itself” and calls for the signature and ratification of the new convention on artificial intelligence. SUMMARY:Alain Berset elected Secretary General of the Council of Europe
DESCRIPTION:On 25 June 2024\, the Parliamentary Assembly elects the Secretary General during the third part of its ordinary session. In the first round\, out of 240 valid votes\, Alain Berset obtains 92 votes\, Indrek Saar 78 and Didier Reynders 70; the absolute majority\, 121 votes\, is not reached. In the second round\, a relative majority suffices: 246 voting\, 245 valid votes\, 114 votes for Alain Berset\, 85 for Indrek Saar\, 46 for Didier Reynders. \nHe is the first Swiss elected to head the organisation\, for five years\, renewable once. Before the Assembly\, he gives brief thanks\, in French and English\, and thanks Switzerland for its support. After the results are announced\, he puts Ukraine at the top of his priorities: “Our main priority – and we all understand why – is Ukraine.” He cites the compensation mechanism and the Register of Damage\, then the fight against democratic backsliding. \nThe Federal Council and the Swiss delegation to the Assembly welcome the election.
