SUMMARY:Candidacy for the post of Secretary General of the Council of Europe
DESCRIPTION:On 10 January 2024\, ten days after leaving the Federal Council\, Alain Berset declares his interest in the post of Secretary General of the Council of Europe. The Federal Department of Foreign Affairs supports the candidacy and submits it the same day\, the last day of the deadline\, to the Chair of the Committee of Ministers. The covering letter is signed by Federal Councillor Ignazio Cassis; it highlights his experience “in the highest executive offices” and the implementation of the priorities of the Reykjavík Summit\, where he had signed the final declaration on behalf of Switzerland. \nThe stakes are unprecedented: no Swiss has ever led the Strasbourg organisation\, of which Switzerland has been a member since 1963. The election falls to the Parliamentary Assembly\, from a list drawn up by the Committee of Ministers\, in June; the start of the term of office is set for 18 September 2024. On 22 January\, in Strasbourg\, the Swiss delegation to the Parliamentary Assembly gives the candidacy its unanimous support. \nSources \n\nFederal Council\, press release of 10.01.2024\nCommittee of Ministers\, CM(2024)25\, 10.01.2024\nBlick\, 10.01.2024\nSwiss Parliament\, delegation to PACE\, 22.01.2024

SUMMARY:Election of the Federal Council and farewell to the Federal Assembly
DESCRIPTION:The Federal Assembly re-elects the Federal Council for the legislative term. Alain Berset\, who is not standing again\, takes his leave before the votes. Beat Jans\, from Basel\, is elected to succeed him; Viola Amherd is elected President of the Swiss Confederation for 2024. \nFor the 175th anniversary of the Constitution\, he offers “a eulogy of complexity and a eulogy of slowness”: be wary of simplistic solutions\, take the time for lasting ones. He thanks Parliament for twelve years and 29 votes: “Nein\, wir waren nicht immer einig. Gott sei Dank!” He also speaks in Italian and Romansh. \nHe concludes with the first presidents of the Confederation\, Furrer\, Druey\, Munzinger\, all of whom died in office: “Zu Lebzeiten abtreten zu können\, ist also eine ziemlich erfreuliche Sache…” \nSpeeches on this site \n\nAdieux à l’Assemblée fédérale (in French\, French-language page)\n\nSources \n\nSwiss Parliament\, general election of the Federal Council of 13.12.2023\nSRF\, 13.12.2023\nnau.ch\, 13.12.2023

SUMMARY:Human Rights 75: opening of the high-level segment
DESCRIPTION:At the Palais des Nations\, the Office of the High Commissioner for Human Rights marks the 75th anniversary of the Universal Declaration. Alain Berset opens the high-level segment with High Commissioner Volker Türk. \nHis verdict: the answer is “at worst negative. At best mixed”: the war in Ukraine\, the Middle East\, Gaza where “70% of the victims are women and children”\, the pressure on democracies. He announces that Switzerland is raising its core contribution to the Office of the High Commissioner to 5.5 million francs a year for the following two years. Last sentence: “Future generations will judge us on the answer we give to this question.” \nSpeeches on this site \n\nOuverture du segment de haut niveau « Droits humains 75 » (in French\, French-language page)\n\nSources \n\nFederal Council\, speech of 12.12.2023
