SUMMARY:Opening of the 72nd World Health Assembly
DESCRIPTION:Alain Berset opens the 72nd World Health Assembly at the Palais des Nations. On the agenda: the WHO’s 2020-2021 budget\, its reform and universal health coverage. More than half of the world’s population still lacks access to basic care. \nHe holds a series of bilateral meetings with health ministers. In the evening\, he receives the delegations at the Campus Biotech\, with WHO Director-General Tedros Adhanom Ghebreyesus\, to present the “Swiss Health Valley”. On 21 May\, with the Afghan and Central African ministers\, he takes part in an event launched by Switzerland on strengthening health systems in emergencies. \nMonday 20 May 2019 — Geneva\n\nOpening session of the World Health Assembly\, speech\nMeeting with Juan Pablo Uribe\, Colombian Minister of Health\nMeeting with Saeed Namaki\, Iranian Minister of Health\nMeeting with Alfred Madigele\, Minister of Health of Botswana\nMeeting with Veronika Skvortsova\, Russian Minister of Health\nMeeting with Bruno Bruins\, Dutch minister\nSwiss reception at the Campus Biotech\, speech\n\nTuesday 21 May 2019 — Geneva\n\nMeeting with Arsen Torosyan\, Armenian Minister of Health\nMeeting with Ahmed Al Saidi\, Minister of Health of Oman\nEvent “Partnerships for Health Systems Strengthening – Prepared for Emergencies”\n\nSpeeches on this site \n\n72e Assemblée mondiale de la Santé (French-language page)\nRéception de la Suisse pour la 72e Assemblée mondiale de la Santé (French-language page)\n\nSources \n\nFederal Council\, press release of 20.05.2019\nFederal Council\, speech of 20.05.2019

SUMMARY:Vote on the tax reform and AHV financing (TRAF)
DESCRIPTION:The people approve the Federal Act on Tax Reform and AHV Financing with 66.4% of the vote\, on a turnout of 43.7%. All cantons vote yes. The reform abolishes preferential tax status for companies and\, in return\, brings some 2 billion francs a year to the AHV from 2020. \nAlain Berset had launched the Federal Council’s campaign on 18 February with the President of the Confederation\, Ueli Maurer: a bill that “preserves jobs and tax revenue while strengthening the AHV”. On the evening of the vote\, the two Federal Councillors comment on the result before the press in Berne. As the additional funding covers only part of the needs\, the Federal Council goes straight on to the AHV 21 reform. \nSources \n\nFederal Council\, press release of 18.02.2019\nSwissvotes\, official result

SUMMARY:58th Art Biennale: opening of the Swiss Pavilion
DESCRIPTION:Alain Berset opens the Swiss Pavilion at the 58th Art Biennale\, “Moving Backwards”\, by Pauline Boudry and Renate Lorenz\, curated by Charlotte Laubard. The pavilion is organised by Pro Helvetia. \nHe plays on the Biennale’s title\, “May you live in interesting times”: in English\, “interesting” often means its opposite; in German\, an “interesting” idea has no chance of being carried out within fifty years. The word therefore promises diversity and a nuanced view of the present. \nOn the sidelines\, he visits the Russian pavilion with Deputy Prime Minister Olga Golodets and meets the Chilean Minister of Culture\, Consuelo Valdés. On 10 May\, he tours the Arsenale and talks with the Swiss artists Christian Marclay and Christoph Büchel. \nThursday 9 May 2019 — Venice\n\nVisit to the Russian pavilion with Olga Golodets\, Deputy Prime Minister of Russia\nOpening of the Swiss Pavilion\, speech\nMeeting with Consuelo Valdés\, Chilean Minister of Culture\nVisit to the Giardini\nMeeting with the Swiss artists at the Biennale\n\nFriday 10 May 2019 — Venice\n\nVisit to the Arsenale and the main exhibition\nExchanges with Christian Marclay and Christoph Büchel\nVisit to the pavilions of Chile and China\n\nSpeeches on this site \n\nBiennale d’art de Venise 2019 : pavillon suisse (in German\, French-language page)\n\nSources \n\nPro Helvetia\, Swiss Pavilion 2019

SUMMARY:Official visit to the Central African Republic
DESCRIPTION:Alain Berset is the first member of the Federal Council to visit the Central African Republic. The armed conflict\, under way since 2012\, has hit civilians hard and damaged the health system; a peace agreement was signed on 5 February 2019 between the government and fourteen armed groups. Switzerland has funded humanitarian aid there since 2014. \nOn 6 May\, he travels to Kaga-Bandoro\, in the north\, where thousands of people driven out by violence live in displacement sites. He visits the hospital there with the ICRC. On 7 May\, in Bangui\, he visits the paediatric hospital\, then meets the Minister of Health\, Pierre Somse\, Prime Minister Firmin Ngrebada and President Faustin-Archange Touadéra\, with whom he discusses the peace agreement and humanitarian aid. \n“I wanted to go and see what is happening on the ground\,” he tells RTS. He offers Swiss expertise in conflict resolution\, dealing with the past\, the rule of law and justice. \nSunday 5 May 2019 — Bangui\n\nWelcome by the Minister of Foreign Affairs\, Sylvie Baipo-Temon\nMeeting with Central African artists\nEvening with the Swiss community\, partners and artists\, speech\n\nMonday 6 May 2019 — Kaga-Bandoro\, Bangui\n\nMeeting with the Prefect of Nana-Grébizi\nICRC humanitarian briefing\nVisit to the Kaga-Bandoro hospital and the displacement site\nLunch with humanitarian organisations (OCHA)\nVisit to Radio Ndeke Luka\, supported by the Fondation Hirondelle\nMeeting with the Platform of Religious Confessions\, with Cardinal Dieudonné Nzapalaïnga\n\nTuesday 7 May 2019 — Bangui\n\nVisit to the Bangui paediatric hospital\nMeeting with Pierre Somse\, Minister of Health and Population\nMeeting with Prime Minister Firmin Ngrebada\nAudience with President Faustin-Archange Touadéra\nLunch with MINUSCA and the diplomatic corps\nPress conference\n\nSpeeches on this site \n\nSoirée de rencontre à Bangui (French-language page)\n\nSources \n\nFederal Council\, press release of 02.05.2019\nSwissinfo\, 07.05.2019

SUMMARY:New exhibition hall of the Stiftsbezirk
DESCRIPTION:Alain Berset inaugurates the new exhibition hall of the Abbey precinct of St Gallen\, a World Heritage site. The ninth-century Plan of St Gall is shown there a few seconds at a time\, to protect the original from light. \nHe defends a sense of history in a restless present: “Wer die Macht der Geschichte verkennt\, tut dies auf eigene Gefahr.” Museums\, he says\, remind us that the past was once the future. \nSpeeches on this site \n\nEröffnung des neuen Ausstellungssaals im Stiftsbezirk St.Gallen (in German\, French-language page)\n\nSources \n\nFederal Council\, speech of 12.04.2019

SUMMARY:Opening of the 50th Visions du Réel
DESCRIPTION:Alain Berset opens the 50th edition of the documentary film festival in Nyon\, with the President of the Vaud Council of State\, Nuria Gorrite\, the mayor\, Daniel Rossellat\, the festival president\, Claude Ruey\, and the artistic director\, Emilie Bujès. \nHe compares the history of the festival to growing up: born in 1969 under a purely descriptive name\, it became “Visions du Réel” in 1995\, like a teenager who chooses concepts. He speaks of the therapeutic effect of documentary: by escaping into the reality of others\, one becomes aware of one’s own. He pays tribute to Claude Ruey\, the outgoing president. \nSpeeches on this site \n\n50e édition du festival Visions du Réel (French-language page)\n\nSources \n\nVisions du Réel\, press release of 05.04.2019

SUMMARY:Carl Spitteler: 100 years since the Nobel Prize in Literature
DESCRIPTION:In Liestal\, Alain Berset speaks at the celebration of the centenary of Carl Spitteler’s Nobel Prize. Spitteler is the only Swiss-born writer to have received it and\, in his words\, “der grosse Unbekannte der Schweizer Literatur- und Geistesgeschichte”. \nHe first jokes about the fourteen years of work on “Prometheus und Epimetheus”\, which console him a little about the AHV reform. Then he returns to the speech of December 1914\, “Unser Schweizer Standpunkt”\, a plea against internal division and for neutrality at the start of the war. Spitteler\, he says\, embodies civic courage: “Dafür\, dass Feigheit vor dem Freunde eben nicht von Freundschaft zeugt\, sondern von Feigheit.” \nSpeeches on this site \n\nLiestal\, 4. April 2019. SUMMARY:Forum Gesundheit Schweiz: quality of care
DESCRIPTION:Alain Berset speaks about quality at the Forum Gesundheit Schweiz. He notes with irony that the word appears only six times in the Constitution\, “gleich häufig wie Frieden\, Zweitwohnungen und Spezialfinanzierung”. \nHis starting point: the quality of the Swiss health system is high\, thanks to compulsory insurance and trained staff. But it must be measured and improved systematically\, at a time when Parliament is debating stronger quality requirements in health insurance. \nSpeeches on this site \n\nForum Santé pour tous : la qualité dans le système de santé (in German\, French-language page)

SUMMARY:Commission on the Status of Women (CSW63) at the UN
DESCRIPTION:Alain Berset leads the Swiss delegation to the 63rd session of the Commission on the Status of Women. The theme: social protection for women and girls\, and their access to public services and infrastructure. Switzerland puts forward two priorities: equal pay and recognition of unpaid domestic and care work. \nBefore the plenary\, he quotes Simone de Beauvoir and speaks “as minister for equality and as a man”. He recalls that no country has fully achieved equality\, and that only 20% of permanent representatives to the UN are women. At the round table on women’s leadership\, he recalls that Switzerland is a young democracy\, “one of the youngest in the world”: women have voted at federal level only since 1971. \nSwitzerland organises an event on the pay gap with the ILO\, with Icelandic Prime Minister Katrín Jakobsdóttir and UN Women Executive Director Phumzile Mlambo-Ngcuka. Alain Berset gives a figure: in Switzerland\, the average gap is 18%\, and more than two fifths of this gap\, in the private sector\, cannot be explained by objective factors. \nSunday 10 March 2019 — New York\n\nMeeting with Swiss artists based in New York\nReception for equality ministers at the invitation of Katrín Jakobsdóttir\, Prime Minister of Iceland\n\nMonday 11 March 2019 — New York\n\nOpening of the 63rd session of the CSW\, with António Guterres\nMeeting with Taina Bofferding\, Luxembourg Minister for Equality\nPress briefing\nMinisterial round table on social protection and unpaid work\nMeeting with Marius-Constantin Budai\, Romanian Minister of Labour\nMeeting with Phumzile Mlambo-Ngcuka\, Executive Director of UN Women\nEvent “Closing the Gender Pay Gap”\, organised by Switzerland and the ILO\n\nTuesday 12 March 2019 — New York\n\nOpening of the “Women in Power” event of the President of the General Assembly\nMeeting with Juliane Bogner-Strauss\, Austrian Minister for Women\nRound table “How women leaders change the world”\nStatement by Switzerland in the plenary\nMinisterial dialogue on alliances for social protection\n\nSpeeches on this site \n\n63e session de la Commission de la condition de la femme (French-language page)\nCSW63 : table ronde ministérielle sur le travail domestique non rémunéré (French-language page)\nCSW63 : « Closing the Gender Pay Gap »\, événement parallèle (French-language page)\nCSW63 : table ronde « How women leaders change the world » (French-language page)\nCSW63 : dialogue ministériel sur les alliances pour la protection sociale (French-language page)\n\nSources \n\nFederal Council\, press release of 07.03.2019\nFederal Council\, speech of 12.03.2019

SUMMARY:Health2020 national conference on digitalisation
DESCRIPTION:In Berne\, Alain Berset brings together some 300 health policy stakeholders for the sixth Health2020 national conference\, devoted to the digitalisation of the health system. \nHe opens with a figure: about 350\,000 health apps for smartphones\, and 200 new ones every day. The problem\, he says\, is the gap between what technology allows and how the health system is organised. Policy must build everyone’s digital skills\, make better use of data and guarantee trust in their safe use. The priority of the eHealth Switzerland 2.0 strategy is the introduction of the electronic patient record. \nSpeeches on this site \n\nConférence nationale Santé2020 : la numérisation dans le système de santé (French-language page)\n\nSources \n\nFederal Council\, press release of 31.01.2019

SUMMARY:Opening of the 54th Solothurn Film Festival
DESCRIPTION:Alain Berset opens the Solothurn Film Festival at the Reithalle\, arriving straight from Davos. He starts from good news from America to speak about the place of cinema: film remains\, “ob gestreamt oder im Kino”\, the main medium through which a society understands itself. \nHe sees in recent Swiss cinema a return to political seriousness. And he widens the view: “Die Alternativlosigkeit wird gegenwärtig als das entlarvt\, was sie ist: Denkfaulheit\, Phantasielosigkeit\, Kleinmut.” \nSpeeches on this site \n\nSolothurner Filmtage (in German\, French-language page)\n\nSources \n\nFederal Council\, speech of 24.01.2019

SUMMARY:Landwehr Epiphany evening
DESCRIPTION:Alain Berset is the guest of the traditional Epiphany evening of the Landwehr\, the official band of the State and City of Fribourg. In the hall: the President of the Council of State\, federal parliamentarians\, members of the cantonal government and of the consular corps. \nThe speech is a piece of humour built on the model of Erik Satie’s “Sonatine bureaucratique”: “a bureaucratic sonatina\, that is what we should call every official address”. Nonsense serves as the key to the score. \nSpeeches on this site \n\nSoirée des Rois de la Landwehr (French-language page)

SUMMARY:Opening of COP24 in Katowice
DESCRIPTION:Alain Berset opens COP24 with some 45 heads of state or government. At stake at the conference: the implementation rules of the Paris Agreement. He defends transparent and verifiable rules\, rejects “any attempt to weaken the implementation of the Paris Agreement” and announces more than 120 million dollars in new Swiss climate contributions. “Those who move first today will be the winners of tomorrow.” \nDoris Leuthard takes over for the ministerial segment on 12 December. \nMonday 3 December 2018 — Katowice\n\nWelcome of the heads of state by Polish President Andrzej Duda\, family photo\nOpening ceremony of the COP24 summit\nPresentation of the Silesia Declaration on a just transition\nNational statements: speech by Alain Berset\nMeetings with Dutch Prime Minister Mark Rutte\, Nigerian President Muhammadu Buhari and Bulgarian President Rumen Radev\nMeeting with President Andrzej Duda\nMeeting with UN Secretary-General António Guterres\nPress conference\n\nSpeeches on this site \n\nConférence des Nations Unies sur le changement climatique à Katowice (French-language page)\n\nSources \n\nFederal Council\, text of the speech\, 03.12.2018\nFederal Council\, press release of 26.11.2018
