SUMMARY:Foreign Press Association in Switzerland
DESCRIPTION:Alain Berset is the guest at the lunch of the Foreign Press Association in Switzerland and Liechtenstein. In his speech\, he describes a “slow erosion of the rules-based international order” and links it to the self-determination initiative\, put to the vote on 25 November. The text\, he says\, would threaten every treaty\, from the WTO to the European Convention on Human Rights. \nAt table\, he turns to humour. On Brexit: “Fortunately\, we in Switzerland have already sorted out our relationship with the EU…” And on Swiss slowness\, a punchline: the Federal Council has set up a working group\, which will deliver its interim report in five years. \nSpeeches on this site \n\nDiscours devant l’Association de la presse étrangère en Suisse (APES) (French-language page)\nAllocution de table devant l’Association de la presse étrangère en Suisse (APES) (French-language page)

SUMMARY:Lecture at the Blavatnik School of Government\, Oxford
DESCRIPTION:At the invitation of Dean Ngaire Woods\, Alain Berset speaks to students of the Blavatnik School of Government at the University of Oxford\, then takes questions from the audience and from Swiss students at Oxford. Subject: democracy in the face of inequality. \nThe title of the lecture: “Boring can be good”. He starts from Oscar Wilde\, for whom the Swiss had less expression than their cows\, and turns it into a praise of slowness: “Stability is boring\, but stability is good.” Direct democracy serves as an “early warning system” against resentment. But it is not an autopilot: “Switzerland also had its Brexit moment”\, he says of the 2014 initiative against mass immigration. \nHe mentions the self-determination initiative\, put to the vote a month later\, and concludes on equal opportunities: “It is by strengthening others\, that we strengthen ourselves.” \nSpeeches on this site \n\nDiscours à l’Université d’Oxford (Blavatnik School of Government) : « Boring can be good » (French-language page)

SUMMARY:Second Digitaltag\, Zurich main station
DESCRIPTION:The second national digital day\, organised by digitalswitzerland in a dozen stations and venues across the country. Alain Berset speaks at Zurich main station. Johann Schneider-Ammann and Ignazio Cassis also take part in the day. \nHis speech asks two questions: what must change\, and what must be kept? To change: education\, social insurance\, data protection\, so that no one is left behind in the platform economy. To keep: the Swiss balance between competitiveness and social and regional compensation. “Wir dürfen nicht einer digitalen Euphorie verfallen und auch keinem digitalen Fatalismus.” \nHe then answers questions from the audience. On jobs: “Einige Jobs werden sicher verschwinden.” On a self-driving official car\, he remains sceptical: “Ich fahre sehr gerne selber Auto.” \nSpeeches on this site \n\nDiscours au Digitaltag 2018 (in German\, French-language page)\n\nSources \n\nswissinfo.ch (SDA/ATS)\, 25.10.2018\nNetzwoche\, 26.10.2018

The forum brings together 53 partners; Switzerland joined it in 2012. \nHis statement in the plenary describes a “paradox of our time”: challenges are becoming international\, while multilateralism is in retreat. “All states win when others are seen as potential partners and not as competitors.” He cites the Asia-Europe Foundation\, which Switzerland co-finances. \nOn the sidelines\, he meets Pedro Sánchez\, President of the Government of Spain\, the first member of the Swiss government to see him since he took office in June. SUMMARY:17th Summit of La Francophonie in Yerevan
DESCRIPTION:Alain Berset represents Switzerland at the 17th Summit of La Francophonie\, in Yerevan. Theme: “Living together in solidarity\, sharing humanist values and respecting diversity”. Switzerland presents a resolution on cultural participation: opening culture to as many people as possible\, making creation a factor of social cohesion. It also supports the organisation’s strategy on equality between women and men. \nIn his opening speech\, he makes a diagnosis: “a crisis of multilateralism\, a crisis of democracy\, a crisis of communication”. Against withdrawal\, La Francophonie is an asset\, because French is “the frame of reference in which we can think the world”. Three lines for Switzerland: learning French\, defending the organisation’s principles\, discipline in its priorities. He quotes Édouard Glissant and his “mondialité”\, a world of exchange where differences remain and become a strength. \nThe summit adopts the Yerevan Declaration and appoints Rwanda’s Louise Mushikiwabo as Secretary General of the OIF. Switzerland has been a member of the organisation since 1996. \nThursday 11 October 2018 — Yerevan\n\nWelcome of the heads of state and government by Prime Minister Nikol Pashinyan and Secretary General Michaëlle Jean\, family photo\nOpening ceremony of the summit: speech by Alain Berset\nFirst plenary session\, then closed session on the international situation\nBilateral meetings on the sidelines of the summit\, including with Canada and Quebec\nInterview with TV5 Monde\nConcert in tribute to Charles Aznavour at the Francophonie Village\nState dinner hosted by the Armenian authorities\n\nFriday 12 October 2018 — Yerevan\n\nPlenary session: general debate\, adoption of the Yerevan Declaration and resolutions\nVisit to the Armenian Center for Contemporary Experimental Art (ACCEA)\nClosed session: election of the Secretary General of La Francophonie\n\nSpeeches on this site \n\nDiscours au XVIIe Sommet de la Francophonie à Erevan (French-language page)\n\nSources \n\nFederal Council\, press release of 05.10.2018

Poverty still affects 7.5% of the population\, or 615\,000 people\, including more than 100\,000 children. \nHis speech traces the history: poverty long regarded as a private matter\, then the destitution of the First World War: in 1918\, one sixth of the population depended on relief. “Without social benefits\, four to five times as many people would be affected in Switzerland today.” That there are still poor people in the country is\, for him\, unacceptable. \nThe Confederation\, cantons\, cities and municipalities sign a joint declaration: cooperation continues until 2024\, with the Confederation in a supporting role. Speakers also include Pierre-Yves Maillard for the SODK/CDAS\, Hannes Germann\, Franziska Teuscher and Hugo Fasel of Caritas. \nSpeeches on this site \n\nDiscours à la Conférence nationale contre la pauvreté (in German\, French-language page)\n\nSources \n\nFederal Council\, press release of 07.09.2018

SUMMARY:75 years of the Swiss Working Group for Mountain Regions
DESCRIPTION:Alain Berset celebrates the 75th anniversary of the SAB\, founded in 1943 and funded by donations. He jokes about his own invitation: as health minister\, as minister of social insurance\, as President of the Swiss Confederation\, or simply as a “Landei” from Belfaux? \nThe substance is territorial cohesion. Does growth also benefit regions far from the centres? “Bruchlinien dürfen sich nicht zu Gräben ausweiten.” For him\, fiscal equalisation and infrastructure across the whole country are investments\, not costs. He sees digitalisation as an opportunity for living and working in the mountains\, and names two concerns: the arrival of large foreign investors\, and the balance between entertainment and tranquillity. \nSpeeches on this site \n\n75 Jahre Schweizerische Arbeitsgemeinschaft für die Berggebiete (in German\, French-language page)\n\nSources \n\nFederal Council\, speech of 30.08.2018

SUMMARY:38th Federal Hornussen Festival
DESCRIPTION:Alain Berset is the official guest of the 38th Federal Hornussen Festival\, in Walkringen (BE). \nHe compares the game to reform in Switzerland: the Federal Council strikes the “Nouss” towards the people and Parliament\, and opponents try to knock it down with their boards. “Auch Vorschläge sind Abschläge.” The length of a game is not fixed: “wir versuchen jetzt seit 15 Jahren\, die Altersvorsorge zu reformieren.” He quotes Gotthelf and praises the fair play of a sport that was once violent. His formula for democracy: “In der Schweiz raufen wir uns – und dann raufen wir uns zusammen.” \nSpeeches on this site \n\n38. Eidg. SUMMARY:Ambassadors’ Conference
DESCRIPTION:In Basel\, Alain Berset addresses the annual conference of ambassadors and the external network. After seven years at the Federal Department of Home Affairs\, he says he brings “a relatively fresh eye” to Swiss diplomacy. \nWhat he has heard from his counterparts comes down to three things: reliability\, no hidden agenda\, a stable commitment. He looks for the source in institutional history: in 1848\, the victors of the Sonderbund did not crush the vanquished\, they integrated them. He also recalls Swiss emigration in the 19th century and describes Basel as “the only Swiss Hanseatic city”. The central sentence: “Openness is in our Swiss DNA\, and has been for a very long time.” \nSpeeches on this site \n\nConférence des ambassadeurs (French-language page)\n\nSources \n\nFederal Council\, speech of 21.08.2018

SUMMARY:Echallens Wheat and Bread Festival
DESCRIPTION:The fourth Wheat and Bread Festival\, first held in 1978\, runs from 15 to 26 August\, with the show “Solstices”. Alain Berset attends with Federal Councillor Guy Parmelin and gives the address on the official day. \nHe jokes about the rhythm: bread once every ten years\, while the Fête des Vignerons needs twenty years of recovery. Then he goes back to 1978\, the first edition\, through cinema: Terrence Malick’s “Days of Heaven”\, and the poet Gustave Roud. He concludes that the minister of culture “is also the minister of meteorology”. \nSpeeches on this site \n\nFête du Blé et du Pain à Echallens (French-language page)\n\nSources \n\nState of Vaud\, security review of the festival\, 2018

SUMMARY:115th National Horse Fair (Marché-Concours)
DESCRIPTION:The canton of Fribourg is guest of honour at the 115th Marché-Concours in Saignelégier. Alain Berset speaks as President of the Swiss Confederation and as a Fribourgeois\, before the Jura government\, Fribourg State Councillors and the President of the National Council. \nHe recalls that the Jura joined the Confederation on 1 January 1979\, by Federal Council decree of 15 November 1978. He hands a copy to the Jura government\, “a symbol of the bond of federal friendship”\, written in a style “that hesitates between neutral and dull”. SUMMARY:71st Locarno Film Festival
DESCRIPTION:On the evening of 1 August\, Alain Berset opens the 71st festival at the Scuola Magistrale\, after Mayor Alain Scherrer and State Councillor Manuele Bertoli\, then attends the first screening on the Piazza Grande. His speech\, in three languages\, celebrates the 50 years of the Leopard\, created in 1968 by the sculptor Remo Rossi\, and recalls the Cannes festival interrupted in May 68\, where Jean-Luc Godard “climbed the curtains”. \nOn 2 August\, before the media\, he takes stock of the Culture Dispatch 2016–2020 and announces the lines of the next one: cultural participation\, social cohesion\, creation and innovation. The creative economy employs some 275\,000 people and generates 22 billion francs of value added a year. The Youth and Music programme reached more than 8\,500 children and young people in 2017. \nOn 3 August\, the culture minister’s traditional lunch with the film industry at Monte Verità\, in Ascona. He spins the metaphor of “Groundhog Day”: this “Leopard day” is one he is living for the seventh time. Then the Federal Office of Culture’s aperitif\, where he speaks about “fake news” and about culture\, “authentic beyond mere reality”. SUMMARY:National Day at the Rütli and 1 August addresses
DESCRIPTION:On 1 August\, Alain Berset is the speaker at the Rütli celebration\, organised by the Swiss Society for the Common Good (SGG/SSUP) on the theme of cohesion. Some 1\,300 guests. He defends compromise as the foundation of Swiss success\, and the balance between economic and social needs\, the country’s “eigentliche Geheimformel”. Without equal opportunities in education and on the labour market\, he says\, potential is left untapped. He also opens the Rütli Museum\, in a former barn\, with the exhibition “Heimat – eine Grenzerfahrung” by the Stapferhaus Lenzburg. The anthem is sung twice\, to the traditional text and to the new text proposed by the SGG. \nThe television address is filmed in a room of Berne’s old town hall where\, he says\, the 1848 Constitution was adopted. The message: Switzerland depends on clear international rules\, and other states “are not only competitors\, they are also potential partners”. Conclusion: “Switzerland’s success is indivisible.” \nA video address goes to the 752\,000 Swiss abroad\, “the third-largest Swiss canton – after Zurich and Berne\, but ahead of Vaud”. \nSpeeches on this site \n\n1. SUMMARY:Eve of the National Day: Oberer Euschels alp and Belfaux
DESCRIPTION:On the eve of 1 August\, Alain Berset speaks twice in the canton of Fribourg. In the morning\, on the Oberer Euschels alp\, in the municipality of Jaun\, in French and German. In the evening\, in Belfaux\, his home municipality. \nThe thread is the same as at the Rütli the next day: the 1848 Constitution\, born of a civil war\, in which “the victory of one must not mean the defeat of the other”. In Belfaux\, he ties it to the place: General Dufour had his headquarters there\, and it was there that he received the surrender of Fribourg in 1847. The victors granted the cantons what the vanquished had asked for. Hence his defence of compromise\, “a sign of strength”\, applied to the issues of the moment: old-age insurance (AHV/AVS) and rising health insurance premiums\, which weigh on low- and middle-income families. \nSpeeches on this site \n\nFête nationale sur l’alpe d’Oberer Euschels (French-language page)\nFête nationale à Belfaux (French-language page)\n\nSources \n\nFederal Council\, 1 August address (Alp Oberer Euschels\, Belfaux\, Rütli)\, 31.07.2018

SUMMARY:Official visit to Kenya
DESCRIPTION:An official visit to strengthen contacts at the highest political level with one of Switzerland’s five main trading partners south of the Sahara. On the evening of arrival\, a meeting with Kenyan artists at the GoDown Arts Centre in Nairobi. \nOn 9 July\, official talks with Uhuru Kenyatta at State House: the fight against corruption\, public health\, East Africa. The two presidents witness the signing of the Framework for the Return of Assets from Corruption and Crime in Kenya (FRACCK)\, a framework for returning illicit assets\, joined by the United Kingdom and Jersey; around two million dollars are frozen\, linked in particular to the Anglo-Leasing affair. Uhuru Kenyatta announces the opening of a Kenyan embassy in Berne. Alain Berset then meets Chief Justice David Maraga and pays tribute to the independence shown by the Kenyan judiciary when the 2017 presidential election was rerun. “Corruption destroys those institutions and with them the dreams and aspirations of the people”\, he says at the official meal. \nOn 10 July\, he visits the Kakuma refugee camp in Turkana County with Governor Josphat Nanok and UNHCR. The camp houses 186\,000 people; Swiss humanitarian aid funds vocational training there\, among other things. \nSunday 8 July 2018 — Nairobi\n\nMeeting with Kenyan artists at the GoDown Arts Centre\n\nMonday 9 July 2018 — Nairobi\n\nOfficial talks with President Uhuru Kenyatta at State House\nSigning of the FRACCK and press conference\nOfficial meal with President Kenyatta\nMeeting with Chief Justice David Maraga and Supreme Court judges\nMeeting with civil society representatives\nReception at the Swiss residence with the Swiss community and cultural figures\n\nTuesday 10 July 2018 — Kakuma\n\nWelcome by the Governor of Turkana County\, Josphat Nanok\nVisit to the Kakuma refugee camp with UNHCR and to projects supported by Switzerland\n\nSpeeches on this site \n\nPoint de presse avec le président Uhuru Kenyatta à Nairobi (French-language page)\nToast lors du repas officiel avec le président Uhuru Kenyatta (French-language page)\nRéception à Nairobi (French-language page)\n\nSources \n\nFederal Council\, press release of 09.07.2018\nFederal Council\, press release of 04.07.2018\nFDHA\, Besuch Kenia

SUMMARY:Federal Council outing to the canton of Fribourg
DESCRIPTION:The President of the Swiss Confederation takes the Federal Council to his home canton. The first day is spent in the Gruyère. In Bulle\, coffee at the restaurant of the SucréSalé cooperative\, which helps disability insurance (IV/AI) recipients back into work; then a meeting with young rock and metal labels at the Ébullition cultural centre\, where the Fribourg band Darius plays for the seven Federal Councillors. In Val-de-Charmey\, an aperitif with the public and a press statement. Alain Berset recalls the precedent of Joseph Deiss in 2004: “there will be no river crossing today\, only crowd baths!” \nIn his address to the public\, he quotes Léon Savary’s pamphlet “Voulez-vous être conseiller national?” and its portrait of the ideal candidate of the 1950s: Radical\, Protestant\, lawyer\, major. “Here again\, how far we have come!” \nOn 6 July\, the theme is the European Year of Cultural Heritage: the BirdLife nature centre at La Sauge\, then the Helvetian oppidum on Mont Vully. The outing ends with a meeting with the public in the hall of the Oelberg hydroelectric power station in Fribourg. \nThursday 5 July 2018 — Bulle and Val-de-Charmey\n\nCoffee at the restaurant of the SucréSalé cooperative\, Bulle\nMeeting with music labels and concert by the band Darius at the Ébullition cultural centre\, Bulle\nAperitif with the public and press statement\, Val-de-Charmey\nMeal with the Fribourg Council of State\n\nFriday 6 July 2018 — La Sauge\, Mont Vully and Fribourg\n\nVisit to the BirdLife nature centre at La Sauge\nVisit to the Helvetian oppidum on Mont Vully\nMeeting with the public at the Oelberg power station\, Fribourg\n\nSpeeches on this site \n\nExcursion du Conseil fédéral\, déclaration à la presse au Val-de-Charmey (French-language page)\nExcursion du Conseil fédéral\, rencontre avec la population de Bulle (French-language page)\n\nSources \n\nFederal Council\, press release of 05.07.2018\nFederal Council\, press release of 06.07.2018
