SUMMARY:Swissmem Industry Day
DESCRIPTION:The Dutch researcher Geert Hofstede compared Swiss corporate culture to a “well-oiled machine”. Before the machine industry\, Alain Berset links the image to social partnership: the industry’s social partners have just concluded a new collective labour agreement\, for the first time with a minimum wage. \nHe meets apprentices there; one asks him whether he will be able to count on his pension. He will tell the story a week later before the cantons. His message to the industrialists: collective agreements and social insurance are guarantees of confidence in times of uncertainty\, and the Old-Age Provision 2020 reform seeks a balance of interests. \nSpeeches on this site \n\nSwissmem (in German\, French-language page)\n\nSources \n\nFederal Council\, speech of 20.06.2013

SUMMARY:Pro Senectute Lucerne: quality of life in old age
DESCRIPTION:Before Pro Senectute Lucerne\, on the theme “Lebensqualität im Alter – was leistet die Medizin?”\, Alain Berset starts from a young woman undergoing one cosmetic operation after another: “Ich will nicht alt werden.” At 65\, life expectancy is now 17 years for men and 21 years for women: old age has become a phase of life full of options. \nIt remains essential that ageing well does not become a luxury for the well-off. Health2020\, he says\, cannot stop time\, but it must take away what is threatening about it. He quotes Mae West: “Alt werden ist nichts für Feiglinge.” \nSpeeches on this site \n\nPro Senectute Lucerne : « Lebensqualität im Alter – was leistet die Medizin » (in German\, French-language page)

SUMMARY:Swiss Art Awards at Art Basel
DESCRIPTION:On the sidelines of Art Basel\, the Federal Office of Culture presents the Swiss Art Awards: 20 works honoured out of 568 entries\, and for the first time design included in the ceremony. Thomas Huber is among the winners of the Prix Meret Oppenheim. \nAlain Berset recalls that the Federal Art Commission counted Böcklin and Anker among its members in 1890\, and quotes Böcklin: “Nichts können ist noch lange keine neue Richtung!” He describes an art scene in which the divide between French and German speakers no longer means anything. Basel\, Zurich\, Geneva and Lausanne have become “hubs”. The Swiss artist no longer needs to flee the country: “Die „grosse weite Welt“ ist kein Ort. Sondern ein Zustand.” \nSpeeches on this site \n\nPrix fédéraux d’art 2013 : « Die Selbst-Entdeckung der Schweiz » (in German\, French-language page)\n\nSources \n\nFederal Council\, press release of 10.06.2013

SUMMARY:General assembly of the Union of Vaud Municipalities
DESCRIPTION:In Montricher\, at the foot of the Vaud Jura\, Alain Berset evokes the neighbouring Cluniac villages\, Romainmôtier first among them\, and the monks who introduced notions of social justice. “Without Cluny\, no Lavaux: imagine the catastrophe!” Empires pass\, he says; towns and villages remain. \nHe ends on federalism: it is for the municipalities to recall the diversity of the issues\, for the government to recall the unity of the whole. And on Ramuz: “One must not want to be above things\, one must want to be inside them”. \nSpeeches on this site \n\n104e assemblée générale de l’Union des communes vaudoises (French-language page)

SUMMARY:Swiss Economic Forum
DESCRIPTION:Alain Berset starts from a silence: last year\, at this same podium\, no one had been able to say where Europe was heading. Never since 1914 has the situation there been so open. But politics and the economy\, he says\, are no longer adversaries: they pursue the same goals. \nHe argues for a comprehensive reform of old-age provision\, first and second pillars together: a package is not a high-risk strategy\, because it integrates particular interests into the general interest. And he quotes Mencken: for every complex problem there is an answer that is clear\, simple and wrong. “Die Schweiz ist das Land\, das auf komplexe Fragen komplexe Antworten gibt.” \nSpeeches on this site \n\nSwiss Economic Forum (in German\, French-language page)\n\nSources \n\nFederal Council\, speech of 06.06.2013

SUMMARY:Bicentenary of the Swiss Veterinary Society
DESCRIPTION:The Swiss Veterinary Society is 200 years old. Alain Berset recalls the reaction of the wife of the Bishop of Worcester to Darwin’s theory: let us hope it is not true\, and if it is true\, that it does not become widely known. It did become known. \nHe mentions the bovine tuberculosis that reappeared in Switzerland this spring\, animal welfare and the partnership between vets and livestock farmers. Food safety\, he concludes\, “already begins in the cowshed”. \nSpeeches on this site \n\n200 ans de la Société des Vétérinaires Suisses (in German\, French-language page)\n\nSources \n\nFederal Council\, speech of 05.06.2013

SUMMARY:Centenary of Post Tenebras Lux\, the Genevans of Bern
DESCRIPTION:The association of Genevans in Bern celebrates its hundredth anniversary. Alain Berset times the train journey: 1 hour 41 minutes\, of which he mainly knows the last 22. A hundred years ago\, Bern was for a Genevan a distant world\, “verdigris\, austere”\, where no wine was produced. \nThe time separating the two cities has shrunk; the constitutional framework\, for its part\, has not moved. He draws from it a reflection on majorities and minorities in the federal state\, and salutes the Genevans in the administration: “what would a watch movement be without Genevans?” \nSpeeches on this site \n\nCentenaire de Post Tenebras Lux : Genève\, Berne et les minorités (French-language page)

SUMMARY:First meeting of the German-speaking health ministers
DESCRIPTION:Born of an idea launched in Bern in October 2012 with Daniel Bahr\, the first meeting brings together in Münster the health ministers of Germany\, Austria (Alois Stöger)\, Luxembourg (Mars Di Bartolomeo) and Switzerland. On 31 May\, at the City Hall\, they are welcomed by the mayor and sign the city’s Golden Book. \nOn the agenda: organ donation\, with the Swiss campaign presented by Alain Berset; hospital financing and flat-rate payments per case; cancer registries\, for which the Swiss bill has just come out of consultation; long-term and cross-border care. The ministers decide to meet every year and to set up an expert group. Switzerland will host the 2014 meeting. \nThursday 30 May 2013 — Münster\n\nMinisters’ dinner at Schloss Wilkinghege\n\nFriday 31 May 2013 — Münster\n\nWelcome at the City Hall by Mayor Markus Lewe and signing of the Golden Book\nMinisters’ talks at the City Hall\nShort statement to the press\n\nSources \n\nFederal Council\, press release of 31.05.2013\nFederal Council\, press release of 28.05.2013

SUMMARY:Swiss Holiday Day
DESCRIPTION:Before the tourism industry\, gathered under the theme of the “sacred fire”\, Alain Berset recalls that the Swiss rejected more holidays two years earlier. He tells of Queen Victoria being carried up the Rigi in a sedan chair in 1868. \nThe substance: the list of Switzerland’s living traditions\, from the Fête des Vignerons to Hornussen and the Tschäggättä\, and the line between authenticity and kitsch. “Keep it real!” \nSpeeches on this site \n\nJournée suisse des vacances 2013 (French-language page)\n\nSources \n\nFederal Council\, speech of 28.05.2013

SUMMARY:Opening of the 66th World Health Assembly
DESCRIPTION:At the Palais des Nations\, Alain Berset delivers the opening speech on behalf of the host country. The theme of the year: the place of health in the sustainable development agenda after 2015. “Sustainability” yields more than 100 million results online\, both gratifying and worrying: the word risks becoming an empty formula. Health\, he says\, is at once a precondition\, an indicator and an outcome of sustainable development. \nHe holds talks with the health ministers of India\, Ghulam Nabi Azad\, and of Lithuania\, Vytenis Povilas Andriukaitis. The Chinese minister Li Bin invites him to China; he accepts for August. He also brings together UNICEF\, UNDP\, UNAIDS\, the Global Fund and the WHO on the role of International Geneva. \nIn the evening\, with Margaret Chan and Zsuzsanna Jakab\, he signs the first cooperation strategy between the WHO and Switzerland: non-communicable diseases\, health workforce\, WHO reform\, SDC priority countries\, International Geneva. Switzerland is the first industrialised country to formalise its cooperation with the WHO in this way. \nSpeeches on this site \n\nOuverture de la 66e Assemblée mondiale de la Santé (French-language page)\n\nSources \n\nFederal Council\, press release of 20.05.2013\nFederal Council\, press release of 16.05.2013

SUMMARY:National Day of Primary Care Medicine
DESCRIPTION:Before family doctors\, students and junior doctors\, Alain Berset takes Leonardo da Vinci as the model of the generalist. Today\, 900\,000 medical articles are published every year: enough to push even Leonardo into specialisation. His formula: “Die Generalisten sind die Spezialisten für das Allgemeine.” \nPrimary care medicine\, he says\, must be reinvented and made more attractive\, because its practitioners are often the only ones with an overall view of the patient. Back to the Hippocratic corpus: health is an overall balance. \nSpeeches on this site \n\nJournée nationale de la médecine de premier recours (in German\, French-language page)

SUMMARY:First Swiss Literature Awards
DESCRIPTION:During the Solothurn Literary Festival\, Alain Berset presents the first Swiss Literature Awards. Erica Pedretti\, Jean-Marc Lovay and Fabio Pusterla are honoured for their life’s work; the Babel festival in Bellinzona receives two awards\, for translation and for literary mediation. \nHe starts from a doubt expressed by Ian McEwan about the point of the novel\, in the face of the industrial revolution or the Higgs boson\, and quotes Stendhal: politics in the midst of imagination “is a pistol shot in the middle of a concert”. In Italian\, to finish: “La pluralità non compromette l’unità. SUMMARY:Migros consumer conference: “Das Essen und die Politik”
DESCRIPTION:The same day\, Alain Berset speaks at the Migros consumer day. He starts from Brillat-Savarin\, “Tell me what you eat”\, and from an English example: chicken tikka masala dethroned by the even faster Chinese wok. \nThen the figures from the nutrition report: overweight and obesity cost 5.8 billion francs a year; men\, young people and people with little education pay the least attention. “Es ist\, als lebten wir in zwei Gesellschaften.” He concludes: “Man nimmt ja auch nicht zwischen Weihnachten und Neujahr zu – sondern zwischen Neujahr und Weihnachten.” \nSpeeches on this site \n\nConférence sur la consommation de la Migros (in German\, French-language page)

SUMMARY:Laying of the foundation stone for the extension of the National Museum
DESCRIPTION:The National Museum in Zurich launches its new building\, designed by Christ & Gantenbein. Alain Berset welcomes the brass band and the slam that frame the ceremony: “Das ist ja fast wie Richard Wagner und Mani Matter!” \nHe rereads the history of Gustav Gull’s building\, born at the end of the 19th century when Switzerland was seeking to secure its identity in the face of neighbouring nationalisms. Switzerland had none of what they demanded: one language\, one culture\, a centralising capital. The annex\, he says\, is also a symbolic enlargement of memory: “Wir feiern ein entspanntes Verhältnis zu unserer nationalen Identität.” \nSpeeches on this site \n\nPose de la première pierre du Musée national de Zurich (in German\, French-language page)\n\nSources \n\nFederal Council\, speech of 30.04.2013

SUMMARY:Guest of the Landsgemeinde of Appenzell Innerrhoden
DESCRIPTION:Alain Berset represents the Federal Council at the Landsgemeinde\, in the year marking 500 years since Appenzell joined the Confederation. The minutes record cool\, overcast weather. He makes light of it: “Das Wetter heute ist schlecht\, obwohl MeteoSchweiz auch zu meinem Departement gehört.” \nAs the newest member of the Federal Council\, he asked what to expect. He was advised to concentrate above all on the procession step\, which many guests had found difficult. He expresses his admiration for a democracy in which government and people face each other\, and in which the people also take an oath: the common good is everyone’s business. \nSpeeches on this site \n\nLandsgemeinde d’Appenzell Rhodes-Intérieures (in German\, French-language page)\n\nSources \n\nCanton of Appenzell Innerrhoden\, minutes of the Landsgemeinde of 28.04.2013

SUMMARY:The Federal Council in the canton of Vaud and general assembly of the CVCI
DESCRIPTION:The Federal Council holds an ordinary meeting outside Bern at the Château de Prangins\, the seventh of its kind since 2010\, to mark 210 years since Vaud joined the Confederation. This is followed by a meeting with the population in Nyon and a lunch with the Council of State. \nIn the evening\, in Lausanne\, Alain Berset speaks before the general assembly of the Vaud Chamber of Commerce and Industry. He quotes Gilles\, “a very pretty canton”\, and recalls that Vaud was the first canton to grant women the right to vote\, in 1959. DESCRIPTION:On the evening of 22 April\, at the residence of Ambassador Jean-Jacques de Dardel\, Alain Berset opens a lecture by Marc Spiegler\, Director of Art Basel\, before some 140 guests. Beforehand\, he answers questions from Swiss journalists. \nOn the 23rd\, he meets Marisol Touraine\, Minister of Social Affairs and Health\, at her ministry. At the centre: a framework agreement on cross-border health cooperation\, for which the Federal Council approved the negotiating mandate on 16 April. SUMMARY:Opening of Visions du Réel
DESCRIPTION:Alain Berset opens the documentary film festival with “the story of a little s”: the one in “Visions”\, which cannot be heard and which carries the festival’s identity\, diversity and subjectivity. \nHe quotes Robert Flaherty\, a pioneer of the genre: “Sometimes you have to lie to tell the truth.” Hence his formula: “there is no true objectivity except in declared subjectivity”. At a time when production costs are falling and screens are multiplying\, the festival recalls the importance of discovery and exchange. \nSpeeches on this site \n\nVisions du Réel 2013 (French-language page)\n\nSources \n\nFederal Council\, speech of 19.04.2013

SUMMARY:Swiss Film Award 2013
DESCRIPTION:That same evening\, at the Bâtiment des Forces Motrices\, Alain Berset opens the 16th Swiss Film Award ceremony\, streamed live on the Internet for the first time. In three languages\, and with humour: as health minister\, he asks people to help the winners staggering under the weight of their Quartz. After a three-week session\, he says he is glad to leave the “falschen Film”. And he recalls Billy Wilder’s three commandments: “Thou shalt not bore\, thou shalt not bore\, thou shalt not bore!” \nUrsula Meier’s “L’Enfant d’en haut” wins the awards for Best Fiction Film\, Best Screenplay and Best Actor (Kacey Mottet Klein). Markus Imhoof’s “More than Honey” is Best Documentary. Jacqueline Veuve receives the honorary award for her life’s work. \nSpeeches on this site \n\nPrix du cinéma suisse 2013 (French-language page)\n\nSources \n\nFederal Council\, press release of 26.03.2013\nFederal Council\, press release of 19.02.2013

SUMMARY:Opening of the exhibition “Noblesse oblige!” at the Château de Prangins
DESCRIPTION:The National Museum opens its new permanent exhibition at the Château de Prangins. Alain Berset describes arriving at the château as a “Palace of Versailles on a human scale”: “beauty without excess\, perspective without ostentation\, grandeur without exhaustion”. \nHe quotes Orhan Pamuk: the museum is “a place where time is transformed into space”. The exhibition plays on container and content\, a building almost three centuries old that tells “a little of our history”. \nSpeeches on this site \n\n« Noblesse oblige » (French-language page)\n\nSources \n\nFederal Council\, speech of 23.03.2013

SUMMARY:ESPRIX Forum
DESCRIPTION:At the ESPRIX Forum\, which honours business excellence\, Alain Berset gives a speech. He opens with failed prophecies: Bill Gates judging the Internet “uninteressant”\, IBM’s Thomas Watson forecasting a world market for five computers. \nSwitzerland\, he says\, has a “geniale Grösse”: small enough for everyone to know someone working on an interesting project\, large enough to be a hub of innovation. Its strength lies in the balance between competitiveness\, innovation and social security\, because “eine ängstliche Schweiz hat keine Ideen”. He concludes with Schumpeter: “Autos fahren schnell\, weil sie eine Bremse haben.” \nSpeeches on this site \n\nESPRIX (in German\, French-language page)\n\nSources \n\nFederal Council\, speech of 07.03.2013

DESCRIPTION:Invited along with the other EFTA countries\, Switzerland takes part at Dublin Castle in the informal meeting convened by the Irish Presidency. Main topic: childhood obesity\, which affects more than 30% of children in the Union. Alain Berset cites the example of the “actionsanté” platform\, through which companies commit to reducing salt\, sugar and fat. \nAt the working lunch\, the ministers discuss the impact of the crisis on health systems. On 5 March\, patient safety and hospital-acquired infections: Alain Berset links them to the revision of the Epidemics Act\, to be put to the people within the year. On the sidelines\, he discusses antibiotic resistance and quality registries with the Swedish minister Göran Hägglund. \nMonday 4 March 2013 — Dublin\n\nSession on childhood obesity\, chaired by the Irish Minister for Health\, James Reilly\nMinisters’ working lunch: the impact of the economic crisis on health systems\nSession on children with complex developmental needs\, including autism\n\nTuesday 5 March 2013 — Dublin\n\nSession “Towards a smoke free environment”\nSession on patient safety and healthcare-associated infections\n\nSources \n\nFederal Council\, press release of 05.03.2013

SUMMARY:Vote of 3 March: the family policy article fails to win the cantons
DESCRIPTION:The last act of the campaign: the Federal Council’s radio and television address. “The family is an essential pillar of our society.” Alain Berset recalls the division of roles: family policy remains the responsibility of the cantons; the Confederation would only intervene if efforts were insufficient\, and through a law subject to referendum. \nOn 3 March\, the people accept the article with 54.3%\, but 13 cantons out of 23 reject it. The double majority is not achieved. That same evening\, Alain Berset comments on the result before the press. \nSpeeches on this site \n\nAllocution radiotélévisée : article constitutionnel sur la politique familiale (French-language page)\n\nSources \n\nFSIO\, Constitutional article on family policy\, vote of 3 March 2013\nFederal Council\, press release of 18.01.2013

SUMMARY:NATUR congress: sustainability\, a question of political culture
DESCRIPTION:At the NATUR congress\, Alain Berset is amused by a figure: 15 million results for “Nachhaltigkeit”\, 113 million for “sustainability”. Both gratifying and worrying: the word risks no longer meaning anything. \nHe goes back to 1962\, the year when a Switzerland of 10 million inhabitants was first spoken of\, when motorways with “mindestens (!)” four lanes in each direction and an artificial island in Zurich’s lake basin were being planned. The same period saw the birth of awareness of heritage and the environment. His conclusion: sustainability is “eine Frage der politischen Kultur”. \nSpeeches on this site \n\nCongrès NATUR (in German\, French-language page)\n\nSources \n\nFederal Council\, speech of 01.03.2013

SUMMARY:Opening of the 97th Muba
DESCRIPTION:Alain Berset opens the Basel fair. He draws from it a portrait of the country: innovative strength\, precision\, reliability. But innovation\, he says\, is not only a matter of technology: a country only succeeds in the long term if its citizens are convinced that things are done fairly there. \nHence the role of social policy\, health and culture: fair old-age provision\, fair access to care\, intelligent management of diversity. He concludes with a pun: “Der einzige „Stand“\, den man an der Muba nie sehen wird\, ist der Still-„Stand“.” \nSpeeches on this site \n\nMUBA (in German\, French-language page)\n\nSources \n\nFederal Council\, speech of 22.02.2013

SUMMARY:Article on family policy: talk in Lausanne
DESCRIPTION:On the same day as Curaviva\, Alain Berset repeats his plea for the constitutional article in French. “Every parent remains free to use childcare places or not.” It is not\, he insists\, a matter of the state interfering in family life. \nSmaller families\, less rigid roles\, single-parent and blended families: “This is an observation\, without passing judgement. But politics must respond to this development.” The shortage of places and their cost still push women out of the labour market\, to the detriment of an economy that lacks skilled labour. \nSpeeches on this site \n\nArticle constitutionnel sur la politique familiale : exposé à Lausanne (French-language page)

SUMMARY:Curaviva congress: old age at the centre of change
DESCRIPTION:Curaviva\, the association of care homes and social institutions\, celebrates its tenth anniversary and closes two days of congress. Alain Berset starts from Michel Serres: since his birth\, life expectancy has risen from 50 to 80\, and “when people swear fidelity for sixty-five years\, marriage no longer has the same meaning”. \nOld age\, he says\, is at the heart of a social change. From it he draws the line of Old-Age Provision 2020: a reference age of 65 for women as for men\, flexible retirement\, adjustment of the second pillar. Today’s sixty-year-olds are often younger than the fifty-year-olds of the past. \nSpeeches on this site \n\nCongrès Curaviva (French-language page)\n\nSources \n\nFederal Council\, speech of 15.02.2013

SUMMARY:Article on family policy: talk in Central Switzerland
DESCRIPTION:A campaign evening before an audience from Obwalden and Nidwalden\, regions reputed to be reluctant. Alain Berset sets out the figures: 1.1 million families\, 60% women among university graduates\, three quarters of mothers in work\, often on very small part-time hours\, a divorce rate that has risen to 43%. \nHis argument rests on freedom of choice: waiting lists for crèches and the cost of childcare still force too many mothers to choose between family and career. The article prescribes no family model and leaves the cantons in charge. \nSpeeches on this site \n\nArticle constitutionnel sur la politique familiale : exposé en Suisse centrale (in German\, French-language page)
