SUMMARY:NATUR congress: sustainability\, a question of political culture
DESCRIPTION:At the NATUR congress\, Alain Berset is amused by a figure: 15 million results for “Nachhaltigkeit”\, 113 million for “sustainability”. Both gratifying and worrying: the word risks no longer meaning anything. \nHe goes back to 1962\, the year when a Switzerland of 10 million inhabitants was first spoken of\, when motorways with “mindestens (!)” four lanes in each direction and an artificial island in Zurich’s lake basin were being planned. The same period saw the birth of awareness of heritage and the environment. His conclusion: sustainability is “eine Frage der politischen Kultur”. \nSpeeches on this site \n\nCongrès NATUR (in German\, French-language page)\n\nSources \n\nFederal Council\, speech of 01.03.2013

SUMMARY:Working visit to Frankfurt
DESCRIPTION:A short visit to Germany\, accompanied by the Swiss Ambassador in Berlin\, Tim Guldimann. On 25 February\, Alain Berset gives an interview to the editorial team of the Frankfurter Allgemeine Zeitung. In the evening\, the ambassador hosts an official dinner in his honour at the Old Stock Exchange\, with executives of major German and Swiss companies from banking\, insurance\, food\, chemicals and pharmaceuticals. \nOn the 26th\, he visits the Museum für Moderne Kunst\, guided by Jean-Christophe Ammann\, its long-time director\, originally from Fribourg. \nMonday 25 February 2013 — Frankfurt\n\nInterview with the editorial team of the Frankfurter Allgemeine Zeitung\nOfficial dinner in honour of Alain Berset\, hosted by Ambassador Tim Guldimann\n\nTuesday 26 February 2013 — Frankfurt\n\nVisit to the Museum für Moderne Kunst with Jean-Christophe Ammann

SUMMARY:Opening of the 97th Muba
DESCRIPTION:Alain Berset opens the Basel fair. He draws from it a portrait of the country: innovative strength\, precision\, reliability. But innovation\, he says\, is not only a matter of technology: a country only succeeds in the long term if its citizens are convinced that things are done fairly there. \nHence the role of social policy\, health and culture: fair old-age provision\, fair access to care\, intelligent management of diversity. He concludes with a pun: “Der einzige „Stand“\, den man an der Muba nie sehen wird\, ist der Still-„Stand“.” \nSpeeches on this site \n\nMUBA (in German\, French-language page)\n\nSources \n\nFederal Council\, speech of 22.02.2013

SUMMARY:Article on family policy: talk in Lausanne
DESCRIPTION:On the same day as Curaviva\, Alain Berset repeats his plea for the constitutional article in French. “Every parent remains free to use childcare places or not.” It is not\, he insists\, a matter of the state interfering in family life. \nSmaller families\, less rigid roles\, single-parent and blended families: “This is an observation\, without passing judgement. But politics must respond to this development.” The shortage of places and their cost still push women out of the labour market\, to the detriment of an economy that lacks skilled labour. \nSpeeches on this site \n\nArticle constitutionnel sur la politique familiale : exposé à Lausanne (French-language page)

SUMMARY:Curaviva congress: old age at the centre of change
DESCRIPTION:Curaviva\, the association of care homes and social institutions\, celebrates its tenth anniversary and closes two days of congress. Alain Berset starts from Michel Serres: since his birth\, life expectancy has risen from 50 to 80\, and “when people swear fidelity for sixty-five years\, marriage no longer has the same meaning”. \nOld age\, he says\, is at the heart of a social change. From it he draws the line of Old-Age Provision 2020: a reference age of 65 for women as for men\, flexible retirement\, adjustment of the second pillar. Today’s sixty-year-olds are often younger than the fifty-year-olds of the past. \nSpeeches on this site \n\nCongrès Curaviva (French-language page)\n\nSources \n\nFederal Council\, speech of 15.02.2013

SUMMARY:Article on family policy: talk in Central Switzerland
DESCRIPTION:A campaign evening before an audience from Obwalden and Nidwalden\, regions reputed to be reluctant. Alain Berset sets out the figures: 1.1 million families\, 60% women among university graduates\, three quarters of mothers in work\, often on very small part-time hours\, a divorce rate that has risen to 43%. \nHis argument rests on freedom of choice: waiting lists for crèches and the cost of childcare still force too many mothers to choose between family and career. The article prescribes no family model and leaves the cantons in charge. \nSpeeches on this site \n\nArticle constitutionnel sur la politique familiale : exposé en Suisse centrale (in German\, French-language page)

SUMMARY:Swiss Film Award nominations night
DESCRIPTION:At the Konzertsaal in Solothurn\, on the eve of the close of the Festival\, the nominees for the Swiss Film Award 2013 are announced: 123 films in the running\, ten categories\, 440\,000 francs. The new Quartz trophy\, designed by Jean Mauboulès\, is unveiled. Alain Berset speaks together with Charles Beer\, President of the Geneva Council of State\, and Christian Frei\, President of the Swiss Film Academy. \n“Meine Aufgabe ist es\, gute Rahmenbedingungen für die Kultur zu schaffen. Und nicht zu sagen\, welche Filme Sie machen sollen.” He announces that the extension of distribution rights to online services and the reinvestment of Succès bonuses in international co-productions will be examined. And he cites the final shot of Ursula Meier’s “L’Enfant d’en haut”\, seen that same day: only dialogue moves things forward. \nSpeeches on this site \n\nNuit des Nominations (in German\, French-language page)\n\nSources \n\nFederal Council\, speech of 30.01.2013\nFederal Council\, press release of 30.01.2013

SUMMARY:Tages-Anzeiger Meeting: “Immer die Balance suchen”
DESCRIPTION:At the Schiffbau\, a former shipbuilding hall turned theatre\, Alain Berset takes up the image of the venue: a ship only reaches port safely if it is balanced. “Stellen Sie sich vor\, das Schiff wäre zum Beispiel rechtslastig.” He introduces himself as a former 800-metre runner\, a discipline in which you start flat out and then accelerate: “Aber das ist kein Rezept für die Politik.” \nThe substance is his method for the legislature: a social and health policy of balance\, between town and country\, young and old\, women and men; a comprehensive reform of old-age provision rather than piecemeal changes that fail one after another. And a formula: “Darum ist langsam schneller. Wer es eilig hat\, der nehme alle mit\, damit ihm niemand den Weg blockiert.” \nSpeeches on this site \n\nTages-Anzeiger Meeting : « Immer die Balance suchen » (in German\, French-language page)

SUMMARY:World Economic Forum: social affairs and health on the agenda
DESCRIPTION:At his second WEF\, Alain Berset focuses his talks on his own portfolios. With László Andor\, European Commissioner for Employment and Social Affairs\, he discusses the coordination of social insurance under the free movement of persons and the European white paper on pensions. With Ursula von der Leyen\, German Minister of Labour\, he discusses ageing\, pensions that must be guaranteed without overburdening public finances\, and family policy. \nHe thanks the German Health Minister Daniel Bahr\, received in Bern in October 2012\, for turning into reality the idea of a meeting of German-speaking health ministers\, planned in Münster. Alain Berset presents to him Health2020\, adopted the day before\, then discusses it with the Swedish State Secretary Karin Johansson\, with whom the electronic patient record is also on the table. With the Liechtenstein Minister of Culture Aurelia Frick\, joint projects. \nOn 25 January\, he sees Peter Maurer\, President of the ICRC\, Klaus Schwab\, and then Irina Bokova\, Director-General of UNESCO\, whom he assures of Switzerland’s support for the organisation’s reforms. \nThursday 24 January 2013 — Davos\n\nTalks with László Andor\, European Commissioner for Employment\, Social Affairs and Inclusion\nTalks with Trevor Mundel\, Bill and Melinda Gates Foundation\nTalks with Aurelia Frick\, Minister of Culture of Liechtenstein\nTalks with Daniel Bahr\, German Federal Minister of Health\, followed by an interview for RSI’s Telegiornale\nTalks with Karin Johansson\, Swedish State Secretary for Health and Social Affairs\nTalks with Ursula von der Leyen\, German Federal Minister of Labour and Social Affairs\nRTS programme “Forum”\, live\n\nFriday 25 January 2013 — Davos\n\nTalks with Peter Maurer\, President of the International Committee of the Red Cross\nTalks with Klaus Schwab\, founder of the World Economic Forum\nTalks with Joe Jimenez\, CEO of Novartis\, and André Kudelski\nTalks with Irina Bokova\, Director-General of UNESCO\n\nSources \n\nFederal Council\, press release of 24.01.2013\nFederal Council\, press release of 23.01.2013

SUMMARY:The Federal Council adopts the Health2020 strategy
DESCRIPTION:The Federal Council approves the overall strategy “Health2020”\, prepared by the Federal Department of Home Affairs: 36 measures in four areas\, quality of life\, equal opportunities\, quality of care and transparency. The diagnosis: an excellent system\, but one too focused on acute care\, lacking transparency and poorly steered\, while chronic diseases are increasing and premiums weigh on households. \nThe method will be that of the whole year: no revolution\, gradual reforms carried out with the stakeholders. Alain Berset will defend it from platform to platform\, from the World Health Assembly to the first National Health2020 Conference in September. \nSources \n\nFederal Council\, press release of 23.01.2013

SUMMARY:Sixth Swiss Nutrition Report and Swiss Nutrition Strategy 2013–2016
DESCRIPTION:Alain Berset presents the 6th Swiss Nutrition Report and the nutrition strategy derived from it. The finding: the population knows the recommendations but does not follow them. It eats as many calories as thirty years ago and moves less. Meals eaten out and ready-made dishes are gaining ground\, too fatty\, too salty\, too sweet. \nThe strategy relies on the framework rather than on injunctions: clear labelling\, access to balanced meals\, cooperation between business\, agriculture and the cantons. Three months later\, before Migros\, he will take up these figures again to describe “two societies” in their relationship to food. \nSources \n\nFederal Council\, press release of 22.01.2013

SUMMARY:Press conference: yes to the constitutional article on family policy
DESCRIPTION:The first major campaign event of the year. On behalf of the Federal Council\, Alain Berset recommends accepting the new Article 115a of the Constitution\, put to the vote on 3 March. The Confederation and the cantons would promote the reconciliation of family and working life; the cantons would provide enough places in day care and out-of-school care. Failing that\, the Confederation could legislate. \nAt his side\, the Solothurn State Councillor Peter Gomm\, for the Conference of Cantonal Directors of Social Affairs\, recalls that family policy would remain a matter for the cantons. Thérèse Meyer-Kaelin\, President of the Federal Coordination Commission for Family Questions\, stresses families’ freedom of choice. \nSources \n\nFederal Council\, press release of 18.01.2013

SUMMARY:“Der Wert der Sicherheit”: Zürcher Volkswirtschaftliche Gesellschaft
DESCRIPTION:Two weeks after the guidelines for Retirement Provision 2020\, Alain Berset sets out the method of the reform before the Zürcher Volkswirtschaftliche Gesellschaft: realistic\, fair\, prudent. He starts from the rankings that put Switzerland at the top: the Swiss economic miracle is first of all a political miracle\, built on trust and security. \nHe embraces the Swiss paradox of slowness and asserts the primacy of politics: “Die Zeiten\, als die Politik der Wirtschaft nachgehechelt ist\, sie zu imitieren versucht hat – diese Zeiten sind vorbei.” \nSpeeches on this site \n\n« Der Wert der Sicherheit » : Zürcher Volkswirtschaftliche Gesellschaft (in German\, French-language page)
