Kyiv: the Rada and the Council of Europe Office
On 20 February 2024, four days before the second anniversary of the Russian invasion, Alain Berset arrives in Kyiv by train. He is campaigning for the post of Secretary General of the Council of Europe. It is his second trip to Ukraine in three months: at the end of November 2023, while still President of the Confederation, he had met Volodymyr Zelensky there.
He meets the Chairman of the Verkhovna Rada, Ruslan Stefanchuk, and the Ukrainian delegation to the Parliamentary Assembly of the Council of Europe. He visits the Council of Europe Office in Ukraine, headed by Maciej Janczak. According to the Swiss Embassy, the visit focuses on the role of the Council of Europe in supporting Ukraine against Russian aggression and in establishing accountability. He says he wants “Russia to be held accountable for the violations of international law committed in Ukraine”.
