Summit for a New Global Financing Pact

22 June 2023 - 23 June 2023

At the invitation of Emmanuel Macron, some forty heads of state and government, mostly from the Global South, and 120 delegations seek to make the international financial system more sustainable and more social. Alain Berset represents Switzerland. The Swiss position: a global price on CO2, more transparency on climate risks in finance, better coordination of the multilateral development banks, without duplicating existing mechanisms.

On the evening of 22 June, at the dinner hosted by the Macrons at the Élysée, he introduces one of the discussion themes: official development assistance. The following day, he attends the closing session at the Palais Brongniart. The summit ends without a major joint declaration; Macron announces a follow-up in two years.

Before the press, Alain Berset welcomes a “neue Dynamik jenseits der ausgetretenen Pfade”. The debt of poor countries, made heavier by rising interest rates, dominated the discussions. He also holds talks with Emmanuel Macron: Franco-Swiss relations, cooled by the choice of the F-35 over the Rafale, are moving in the right direction, he says. “Man kann diese physischen Kontakte nicht durch Videokonferenzen ersetzen.”
