UN Security Council: debate on counter-terrorism in Africa

28 March 2023

High-level debate of the Security Council on terrorist threats and cooperation between the UN and regional organisations, at the invitation of Mozambique and chaired by its head of state, Filipe Nyusi. Secretary-General António Guterres and the Chairperson of the African Union, Azali Assoumani, also speak. Alain Berset speaks in French.

His argument: terrorism thrives on conflict, and Africa bears the brunt of its spread. To break the cycle, four elements: the rule of law, prevention, partnerships, inclusion. Counter-terrorism operations cannot serve as a pretext to set aside the rules that protect civilians, nor to sideline political opponents. Children associated with terrorist groups are victims. “Otherwise, we betray our own values.”

The debate also serves as a rehearsal: Switzerland holds the Council presidency in May. On the sidelines of the meeting, he holds talks with several heads of state, including Filipe Nyusi, and gives a press briefing.
